Is the receipt uploaded?

No. Verification runs in the browser with WebCrypto; there is no server call.

Does it check the chain?

No. It verifies the signature and internal consistency. On-chain settlement is not checked in this build; the report says so.

Can I use it for a merchant payment?

It gives you evidence that the receipt was signed and internally valid. Pair it with the mandate/policy and, where needed, an on-chain check.
